As things happen inside the system these data structures must be changed to reflect the current reality. For instance, another procedure may be generated when a client logged into the system. The kernel must make a data structure speaking to the new process. The scheduler can then utilize it in the event that it chooses to timetable that methodology to run when it will be its turn.
